Voting For The Executive Board Is Live

Voting for the Executive Board is live on The Hub. Voting will be available online through 9/21/25. In person voting will begin next week. More information to come regarding dates, times and locations. Below are bios submitted by the candidates:

Bovett, Sean

My name is Sean Bovett and I am running for President of Local 328. I’m working with a coalition to help restore 328 and build a foundation for our members that will help to sustain them through these difficult times. I’m proud to share a ballot with my running mates:

  • Allison Millian - Vice President

  • Brianna O’Loughlin - Treasurer

  • CG Brothers - Chief Steward

  • Trisha Crabb - Secretary

Local 328 hasn’t been the union we all need it to be. Between federal administrations, the emerging public health crisis, the employer’s public scandals, rampant understaffing, and unfair attacks against ONPRC; our union has struggled under the weight. Our union and employers structure, system, and management have failed to hold up under this weight and it is our members who are suffering the most.

Our union should be protecting us and fighting for our members during these times. The employer should be looking to our union as the model for how to support 328 members. Instead we struggle to uphold our most basic rights and protections.

We need to strengthen our stewards, create transparency, and implement fair policies so that our members' voices are heard. We need to make our union work for all of our members; a welcoming union hall and food bank to support those most in need, strong grievances and arbitrations to support those who are being understaffed and underpaid, and the ability to take the fight to OHSU.

For Bread and Roses

Olson, Jennie

I’m honored to seek re-election as President of AFSCME Local 328 and proud to run with the 328 For the Members slate. Over the past nine years, I’ve served as steward, Secretary, and now Chief Negotiator for the second bargaining team I’ve been part of, and President of our local. I also serve as Special Sector Board Member for Oregon AFSCME, helping align our local’s work with broader union priorities across the state.

With this experience, I’m ready to keep leading Oregon’s largest AFSCME local and fighting for real wins for our members. Under my leadership, we’ve:

  • Reached our highest membership rate in nearly a decade

  • Executive Sponsor of the OHSU Safe Staffing Committee under HB 2697

  • Blocked healthcare cost increases through strategic work on the Employee Benefits Council

  • Launched the Building Bridges apprenticeship program, now graduating its first cohort

  • Championed legislation protecting ONPRC, expanding union voice in OHSU governance, and strengthening workplace safety by testifying to OR legislature

  • Secured funding to grow the Community Health Worker program serving members of Local 328

  • Reinvigorated local participation in the LCSA Holiday Toy Drive

For the first time, we’re building lasting partnerships with sibling locals at OHSU, strengthening our collective voice.

Your vote is a vote for continued progress, protection of our rights, and a union that shows up for its members. I will keep listening, advocating, and delivering results—because that’s what 328 For the Members is all about.

Roemer, Jenn

I have worked at OHSU since 2020 as a Respiratory Therapist. I am currently a steward and serve on the 2025 bargaining team. I also served on the HB 2697 Safe Staffing Committee as a representative for professional/technical AFSCME represented staff and was a delegate for local 328 at the 2025 Oregon AFSCME State Convention.

I am running for vice president as part 328forthemembers.com, a slate of dedicated union members who are passionate about the work we do and the people we serve. If I’m elected, I’ll work to help OHSU leadership understand that supporting its workforce — with staffing, adequate rest and resource, safety and respect — won’t lead to waste or complacency. It will unleash the full potential of experienced, dedicated employees to improve patient care, boost satisfaction, and create efficiencies that come from knowledge, not corner-cutting.

I believe in speaking truth to power, and the truth is: excellence in healthcare starts with taking care of the people who provide it. Let’s make sure our voices are heard.

Milian, Allison

My name is Allison Milian, and I am running for Vice President of Local 328. I’m working to help revitalize 328 so our local can sustain its membership through hard times. I’m proud to share a ballot with my running mates:

Sean Bovett - President

Trisha Crabb - Secretary

Brianna O'Loughlin - Treasurer

CG Brothers - Chief Steward

In recent years, 328 hasn’t been the union we all need it to be. Between federal administrations, public health crises, the Employer’s public scandals, rampant understaffing, and unfair attacks against our ONPRC; our union has struggled to navigate the shifting demands, and our members have often faced the consequences alone.

Our union should protect and fight for us; Instead, we struggle to communicate our most basic rights and protections while the people that get hurt are all our members, you and me.

Looking at the history of organized labor movements, effective leadership came from individuals who were staunchly dedicated to serving their community. It isn’t your job to sustain your union; it is your union’s job to sustain you. Our union has been neglecting its main function: protecting the community it consists of. You should be able to trust we will use your dues to fight for you in grievances and arbitrations, to defend and stand with you in investigatory meetings, and to plan for your protection during any strike, emergency, or catastrophe. We are meant to be here for you.

Moore, Kerry

My name is Kerry Moore, and I am running for Treasurer of Local 328. I am a pharmacist and have been a member of our local since starting at OHSU in 2019. After more than 3 years serving on the Executive Board as an At-Large Member, I have seen firsthand the challenges our board faces in making prudent financial decisions and adhering to our budget. Our members work hard and pay dues, and it is our responsibility to ensure those funds are managed wisely and transparently to strengthen our local. As Treasurer, I will push for effective budgeting, consistent financial oversight, and decisions that put the long-term stability of our union first -- so that together, we can ensure Local 328 not only operates responsibly but thrives for decades to come. I am running with other inspiring leaders on the slate 328 For the Members (www.328forthemembers.com); I am excited to be a part of this slate and for the opportunity to create meaningful change in the role of Treasurer of Local 328.

O’Loughlin, Brianna

My name is Brianna O'Loughlin and I am running for Treasurer. I'm working with a coalition to help restore 328 and build a foundation to sustain our members through these hard times. I'm proud to share a ballot with my running mates:

  • Sean Bovett - President

  • Allison Millian - Vice President

  • CG Brothers - Chief Steward

  • Trisha Crabb - Secretary

For the last ten years, 328 hasn't been the union we need. Between the first and current Trump administrations, the pandemic, the employer's sexual assault scandals, and rampant understaffing, our union has struggled to keep up-causing harm, especially to members disproportionately impacted by OHSU's racist, misogynistic, ableist systems.

Our union should protect us from those very systems. Yet 328 isn't doing a good job. The employer should look to our union as the model for supporting members. Instead, we struggle to communicate our most basic rights and protections, and the people hurt are all of you.

As Treasurer, I'll bring the financial discipline I learned in my family's small business and the expertise I gained on Wall Street to protect our union's resources. I'll ensure open, transparent financial communication and plan for a future where we don't just scrape by-we thrive. A union's strength isn't just in its balance sheet; it's in the wellbeing of its members. Every dollar should build power, security, and opportunity for all of us-and I'm committed to making sure it does.

Strong books. Strong union. Strong future.

Schneider, Kate

I became a union member and started working in ITG as an Epic Application Analyst in November 2023. I completed steward training in April 2025 and now help facilitate biweekly New Employee Orientations. I volunteer in phonebanking and door knocking efforts to invite our nonmembers to sign their union cards. I've attended Labor Notes trainings and participated in issue-based campaigns like Paid Sick Leave in my previous home of Austin, Texas.

Our union's power comes from an active and engaged membership. I believe we have many opportunities to empower rank-and-file members. If I am elected to our executive board, I will work with other board members, staff, and member-leaders to improve the infrastructure for onboarding new stewards, build solidarity among our membership through sharing our worksite challenges and wins, and create more ways for members to meaningfully engage with our union.

Unions are a place for ordinary people to exert control over our lives, which has increasingly made them a target for the ultra-wealthy and powerful. As organized labor and as healthcare workers, we are facing unprecedented attacks from the federal government. I have watched other institutions compromise on their values when they don’t have organized and vocal support as a counterbalance.

I am proud of the work that we do at OHSU. I believe the best way for us to serve our community is through a strong union that protects our ability to provide quality care and ensures that workers are treated with dignity.

Solidarity forever!

Murray, Christine

My name is Christine Murray, and I am running for an At-Large position on the AFSCME Local 328 Executive Board. I am a Senior Epic Analyst with ITG and have worked at OHSU for 25 years. I’ve been a proud union member nearly that entire time.

Over the years, I’ve been active in AFSCME through volunteering at events, door knocking with the Organizing Committee, and representing our local at two International Conventions and the Oregon Convention. I also attended the UALE Northwest Region Summer Program for Women. Currently, I serve as a unit steward and previously held an At-Large seat on our board.

AFSCME has been central to my career at OHSU. The union has given me the support and resources to advance my skills, earn a living wage, and protect myself from unfair management practices. As someone who grew up in poverty, I know firsthand the difference a strong union makes in building stability and opportunity for working families.

If elected, I will be a strong advocate for fairness, solidarity, and worker power. I believe our union thrives when all voices are heard and respected. Management will never hand us what we need — we win improvements by standing together. My commitment is to ensure that every member has a voice, and that our union continues to fight for dignity, equity, and opportunity for all.

I ask for your vote, and I look forward to serving you on the Executive Board.

Horwitz, Adam

My name is Adam Horwitz and I am running to be an At Large Member.

I’m working with a coalition to Restore 328 and build a foundation our union can depend on for years to come. I’m proud to support a slate of incredible candidates:

  • Sean Bovett – President

  • Allison Milian – Vice President

  • Trisha Crabb – Secretary

  • Brianna O’Loughlin – Treasurer

  • CG Brothers – Chief Steward

Our coalition is acknowledging that for the last ten years, 328 hasn’t been the union we all need it to be. Between the first and current Trump administrations, the pandemic, the Employer’s sexual assault scandals, and rampant understaffing, our union has struggled to keep up. That’s caused a lot of harm, especially to members that are disproportionately impacted by OHSU’s racist, misogynistic, ableist, neglectful systems.

Our union should protect all of us against those very same systems. However, we need to acknowledge that 328 can do better. The Employer should look to our union as the model for how to support 328 members.

As an At Large member of our Executive Board, it’s my plan to hold the employer accountable for:

  • Blatant contract violations

  • Bad-faith communications

  • Unfair labor practices

In my time as a Steward for 328, I have been appalled at the treatment of our members. I believe we can do more to fight for our dignity and to hold the employer accountable.

Solidarity is a Verb

Adam Horwitz

White, Kyndra

I am genuinely thrilled to present my candidacy for election to the board as an At-Large Board Member, bringing with me a wealth of experience and a steadfast commitment to our vibrant community. I have been working at OHSU for 4 years and have been a member of our union beginning the fist day of my employment at OHSU. I am running on a slate named 328 For Members. You can find the rest of my slate on our website 328forthemembers.com My background spans various leadership roles, and I have had the privilege of serving as a current at-large board member. This role has provided me with firsthand knowledge of the responsibilities and challenges that come with such an important position. Additionally, my tenure as co-chair of the organizing committee has been instrumental in equipping me with the skills necessary to lead and manage projects that benefit our membership significantly. I have also have the pleasure of serving on the Internal Communications Committee as well. This position has empowered me to engage deeply with our community, fostering innovative solutions and driving progress. Moreover, my experience as a steward for one year underscores my dedication to serving our community. I am passionate about advocating for our members' needs and aspirations, finding genuine fulfillment in ensuring their voices are heard and their concerns addressed. My background is enriched by specialized training in organization and leadership, which enhances my ability to contribute meaningfully to our board's mission and vision.

Chishti, Badger

My name is Badger Chishti and I’m running for an at-large position on your Executive Board. My day job at OHSU centers on process development and improvement, safety and building regulations, control of documented information, and I want to put my organizing skills to work for you. I am autistic so I might not always read your vocal tone, but I will always read our contract and policies. I’m a shop steward, investigatory steward, grievance steward, and a current board member. I don’t take the trust vested in any of these roles for granted. As an at-large board member I promise to:

  • Attend board meetings.

  • Abide by the union’s Code of Conduct.

  • Bring your concerns to union leadership.

  • Improve and develop standard work around training and mentoring new stewards.

  • Push for the implementation of a strike fund.

I am excited to have organically developed a pilot mentoring program for stewards who are new to Investigatory Meetings, alongside my honorable colleagues, Leah Witte, and Kyndra White. I look forward to iterating this program into something more formal during my next term on the Executive Board.

I’m proud to run on the “328 For The Members” slate alongside folks who have proven track records in advocacy for our membership. I have personally seen Jennie, Jenn, Cassie, Kerry, and Angelo maintain effectiveness and positivity during quite difficult times.

On a personal note, I love gardening, knitting, and painting. This year I’m looking forward to everything autumn, and my upcoming top surgery.

Chapman, Mark

Mark Chapman attended his first executive board meeting for a non-profit before the age of 20 and has been active off and on ever since in a variety of progressive causes. He is an OHSU employee since 1994 (Senior Research Assistant) and in a classified position (Facilities Technician) since 2009. His service to the AFSCME Local 328 includes as an Investigatory Steward, Delegate to national and regional conventions, and Executive Board Member under three Local 328 Presidents as Building Chair and the union's representative on the OSHA Safety Committee. Mark is a candidate on the slate '328 For the Members' (website: 328forthemembers.com), finding the vision of a members first focus compelling. Please vote Mark Chapman for an At-Large seat.

Warner, Arrison

Hello union Siblings, my name is Arrison J. Warner, I am a Clinical Support Assistant at the Center of Women’s Health, a Lead Steward of our union and the current Community Liaison for our local. I have been a member of the Local 328 Board for the past 3 years in my role and I am seeking your support for re-election. Our Local is in a crossroads, we are currently bargaining what is our most important and decisive contract with OHSU; we are seeing many of our fellow OHSU workers join us in the labor movement, thru the organizing of new unions such as Research Workers United, Advance Practitioners United, and the beginnings of  faculty unions as well, all efforts I have supported and help foster in my role as Community Liaison; and our employer is under threat from a monstrous federal regime that only us as workers can help turn back. To see through this moment we need to prioritize building a deeply empowered and democratic membership of our union, one that meets regularly and where the rank and file membership has the ability to make the most important decisions facing our union, if reelected I will spend the next two years doing everything I can to help foster that democratic culture within our union so that we may stand in unity and strength to any threat to our work and livelihoods. Thank you for your consideration and support, Solidarity.

Osborne, Mia

My name is Mia Osborne, and I proudly serve as the Senior Trainer for the Environmental Services Department at OHSU’s main campus. In my two years at OHSU, I’ve experienced many “firsts” — including becoming a union member for the first time.

Since joining AFSCME Local 328, I’ve taken every opportunity to support and strengthen our union. I became a steward, assist with onboarding during EVS New Employee Orientation, and was honored to be appointed as an At-Large Member of our Executive Board in late 2024.

I’m now running to continue in this role, driven by the same purpose that inspired me from the start: ensuring Environmental Services and Support Services have a strong, direct voice on our board. These departments have long lacked representation, and with it, the opportunity to fully share their perspectives and challenges.

I believe our Executive Board must be inclusive, equitable, and focused on the collective good. That means making thoughtful decisions with every member in mind, rejecting division and prejudice, and prioritizing unity, fairness, and progress.

If re-elected, I will:

  • Provide direct representation for Environmental Services and Support Services.

  • Advocate for equitable communication and inclusion across all departments.

  • Ensure all Local 328 members are heard, respected, and fairly represented.

I am committed to working on a transparent, accountable board — one that serves with integrity and purpose.

Together, we can keep building a stronger union that represents every voice, every member.

328 for the members!

Tuller, Amber

Greetings AFSCME family!

My name is Amber Tuller and I am running for an At Large position on our BOD. I am an MA at Urology at CHH. I’ve been at OHSU for 4.5 years, and have worked in fertility, women’s healthcare, gynecologic oncology, and as an endoscopy tech. I’ve been a unit steward for almost 2 years and represent the Urology and Fertility clinics. This is my 18th year being an MA. I’ve worked in many institutions across the country, in many interesting roles. OHSU is the first place I’ve worked that gave me union power!  This is the most valuable employee benefit I’ve ever had.

I became a steward after a clinic transition that moved me to a different department with no steward. I saw many contract violations, and staff had no idea how to stand up for themselves. I like to call myself a “contract nerd” and enjoy digging in to help folks with their contract questions.

My goal if elected will be to help facilitate decisions that directly benefit my coworkers, with a level head and a strong sense of what members need from OHSU to better their lives. I’m out there on the ground, in person! I make myself available to my coworkers daily and will be bringing their concerns to the table! I am running to bring my experiences, passion and balance to our board. I would love your vote and the opportunity to become more involved. Thank you for your consideration!

Oetken, Heath

My name is Heath Oetken, and I’ve worked as a pharmacist at OHSU for the past nine years. I’ve been an active union member since I was hired and more recently spent the last two years serving as a Member at Large on the Local 328 Executive Board. After gaining this valuable insight and experience,  I am running again for re-election to continue to work for our members.

Over the past two years, I’ve supported members through multiple grievance processes, interpersonal conflicts, served on union committees, and helped organize efforts to improve working conditions. I’ve worked hard to ensure that all members feel represented and supported. I believe that continuity on the executive board helps us maintain momentum and build real strength as a union. I hope you will consider voting for me to build on the work we have begun.

I’m committed to a data-informed, equity-focused approach to union solutions. My goals include growing our membership engagement, improving general union education, and restoring a collaborative, respectful Executive Board that serves the interests of all members. In addition, I fully support and endorse the union members currently running as part of the slate: “328 For the Members” (www.328forthemembers.com). This slate of officers and members has continually demonstrated their commitment to our union and have worked tirelessly for the benefit of all AFSCME members. Together we bring experience, dedication, and a clear vision for how we can continue to strengthen our union together.  Thank you for your consideration!

Curtis, Sarah

My fellow union siblings,

I've had the great honor of serving many roles in our union- including as your VP, Chief Steward, Political Action Chair, Regional District 1 VP for Oregon AFSCME, and more. You know me. I love this work, and I feel personally responsible for each of you as our members.

I'm here to ask for your vote. But I'm truly here for much more than that. It's time for some real talk.

I'm going to be honest. The last two years have been incredibly difficult within our union. We have leadership that I do not feel has our best interest at heart. We deserve a board that serves and empowers our membership and fellow leaders. We need a board that truly represents the diversity of our nearly 9,000 members. Currently, of 597 AFSCME work units in our local, 1 singular unit controls about 1/3 of the board. Our members deserve a union that reflects the many races, genders, ages, income levels, job classifications, abilities, and interests of our vast membership.

Together, lets elect the leadership we all deserve. I wholeheartedly endorse the following candidates and ask that you support them and share with your fellow members. Please take time to evaluate all candidates and consider their role in representing everyone.

Officers:

President: Sean; VP: Allison; Secretary: Trisha; Treasurer: Brianna; Chief Steward: CG

At large: Sarah Curtis, Karri Garaventa, Evan Bowman, Adam Horwitz, Amber Tuller, Kyndra White, Stephanie Robinson

In Solidarity,

Sarah Curtis

Buzzard, Eric

Hello, I'm Eric Buzzard and I am running for an at-large Board member seat this year.

I have been a member of AFSCME 328 since starting at OHSU in 2016 and previously, I was a member of UFCW Local 555. I have been a staunch advocate for our union since joining, working as a contact point in my work unit for union resources and contract interpretation before officially becoming a Steward in 2022.

This year, I have had the privilege of being a member of the Contract Bargaining Team and an Executive Board member. That experience has shown me that while we have an incredible union filled with hard-working people, we have a great deal of work left to do.

I ran for the Contract Bargaining Team because I knew that our members deserve so much more than what OHSU has given them. I'm asking for your vote in this election because I know that getting what you deserve doesn't stop with this contract, it's a daily fight and one that I am ready for.

I am also running alongside a group of dedicated members that I wholeheartedly endorse and I hope that you will vote for them as well! Please visit our website for more information on our platform: https://www.328forthemembers.com

Thank you for your consideration!

Teresa Newton

I am Teresa Newton, a 58-year-old employee at the Vollum Institute, working as a Grants and Contracts Coordinator. I have been in this role since 2011. Shortly after taking on the position, I met with union leaders at a new employee orientation and became interested in being more involved with union activities. I spent many years as an Investigatory Steward, learning a great deal about what sorts of issues our members run across in their various roles all over the university, from workers at clinics around town, to EVS employees in the hospital. I, too, have been called into IMs as an employee and felt what it was like to have the union on our side.

Since the pandemic, I have mostly focused on communications and relations within our membership, becoming a unit steward here at the Vollum Institute, and managing the information table once a month at the OHSU Farmer’s Market. I have heard from so many members for so many various reasons, from praise to consternation to pleas for help.

If I were to be selected as a member-at-large, I would continue to perform steward duties and outreach, but also bring those voices to meetings with union leadership to elevate those concerns and learn what I can do – what we all can do - to improve our connections with our members.

Casey, David

My name is David J. Casey, and I am a Clinical Social Worker in the Department of Family Medicine. Every day I have the privilege of working alongside colleagues who bring dedication, skill, and compassion to our patients and communities. Like you, I know that our work is not always easy—and that it is only possible when we support one another.

I am running for an at-large position on our Executive Board because I believe deeply in the power of collective action. Our union represents more than 8,500 members across disciplines, and each of us deserves to be seen, respected, and valued. I want to help strengthen the structures that amplify our voices, protect our safety, and win fair compensation for the work we do. I also want to expand opportunities for professional councils and peer-led initiatives that allow us to share expertise and shape our workplace together.

I am proud to be running with 328 for the Members because we share a vision of collaborative, inclusive leadership. We believe that when we endorse one another, we are also endorsing the principles of solidarity and mutual respect that make our union strong. Together, we can continue building a union that advocates fiercely for its members and the communities we serve.

I would be honored to earn your support, and I look forward to working alongside you as we continue building a stronger Union together.

Logsdon, Roxana

Hello,

My name is Roxana Logsdon, and I am running for the At-Large 4 position on our Local

I began my career at OHSU in the Food and Nutrition Department, then moved on to Family Medicine as a Health Unit Coordinator and then Pediatric Intensive Care Unit, also as the Health Unit Coordinator. I am currently working as a PAS-R in the Pediatric Gastroenterology Department. I have seen and experienced the hardships members face every day.

I am proud to have had the privilege to serve on the 2022 bargaining team, which successfully secured a historic contract for our members, including the largest Across the Board increases in our history. I am also serving on the current bargaining team. My commitment to our membership and advocacy for all our members’ rights remains my top priority.

It would be a great honor to receive your vote for the At-Large 4 position on our Executive Board. I am committed to standing by our members to ensure we build a bright future together with all our members at AFSCME Local 328.

Thank you

Roxana Logsdon

Beardshear, Rachel

I have been a pharmacist at OHSU for nine years, dedicated to advancing patient care and supporting the healthcare team. I believe the union is essential in protecting employees, ensuring job security, and safeguarding our rights through fair and consistent representation. Throughout my career, I have advocated for both patients and colleagues, and I am excited to bring that same energy to advocate for union members.

My own positive experiences with the union have shown me firsthand the value of having strong representation and a collective voice. Knowing the union stands beside us has given me confidence in the workplace, and I want to ensure that same sense of security and support for all my colleagues. My goal is to help every employee come to work with the assurance that they are protected by an organization that will stand by its members. If elected, I will work to strengthen workplace protections, promote transparency, and build a stronger community for OHSU and for Portland as a whole.

I am honored to being running on the slate 328 For The Members (www.328forthemembers.com) and the possible opportunity to join leaders that have worked tirelessly for Local 328.

Pierre, Shawn

My name is Shawn, and I am honored to be running for the position of Candidate At-Large on the slate with 328 For The Members (www.328forthemembers.com). I have proudly served as a Pharmacy Technician for 25 years, where I have witnessed the challenges our members face every day and the strength we find when we stand together.

Beyond my work in healthcare, I bring a broad background of service and solidarity. I am a U.S. Coast Guard veteran, a former Firefighter/EMT, and a former Teamsters union member. Each of these experiences has shaped my values of dedication, accountability, and commitment to the greater good. Whether serving my country, protecting my community, or standing shoulder to shoulder with union brothers and sisters, I have always believed in putting people first.

As a Candidate At-Large, my priority is to ensure that every member of Local 328 has a voice. I am committed to strengthening communication between leadership and membership, negotiating stronger contracts, and protecting the wages, benefits, and working conditions we all deserve. I also believe in mentoring and supporting the next generation of union members so that our collective power continues to grow.

I believe in the power of solidarity and the responsibility we all share to leave our union stronger than we found it. With your support, I will work tirelessly to build a more united Local 328—one that reflects our shared values of fairness, respect, and dignity for all members.

Brock, Bryan

I’m Bryan Brock a 20-year OHSU employee, and 328 AFSCME union member since my first day of eligibility.  I have seen the employer do and say things during my tenure here that could not have been addressed adequately without the strong union that we are fortunate to be a part of.  For many years I advocated for worker rights and upholding of contractual agreements in an unofficial capacity for myself and my Pharmacy Department coworkers by speaking up, spreading the word, and, in some cases, pursuing grievances. Recently, I became more involved with Local 328 in an official capacity by filling an open Executive Board position in the summer of 2024 and also by serving as a delegate for our state convention in April 2025.  In this last year I have become familiarized with the workings of the executive board and gotten to know many of the other inspiring leaders and would like to use my new knowledge and connections to help assure our membership is appropriately represented in the leadership’s positions and actions both fiscally and in policy.  Now, more than ever, with the challenges facing the frontline AFSCME employees that serve as OHSU’s backbone, the strength of our leadership and of our membership at large is of the utmost importance.  I ask for your vote to continue my efforts of organizing our group and serving as an advocate for the labor force at OHSU with the 328 Executive Board. Local 328 for the members!  https://www.328forthemembers.com/

Walls, Spike

My name is Spike Walls and I am running for an at-large position on Local 328's Executive Board.

I've spent my time as a shop steward since 2022 helping the folks in my unit with their contract questions, especially surrounding timekeeping and ANI. I love helping people and want to step into this role as an act of service to my fellow coworkers. With almost 8 years at OHSU under my belt, I deeply understand the importance of standing in unity and fighting for what we deserve.

You may have seen me passing out snacks and answering questions at rallies. I look forward to emphasizing community building in my term on the Executive Board.

Additionally the need for a strike fund has never been clearer. I will push for this as your representative.

I’m running with “328 For The Members” (www.328forthemembers.com) because when I’ve needed help, these are the folks who helped me and I know they can help you too.

Bowman, Evan

Hi AFSCME Siblings,

My name is Evan Bowman and I ask for your vote to be an At Large member of the Local 328 Board. I have been a proud member of L328 since starting at OHSU in 2001. I am a Project Coordinator on the ITG Business Operations Support team and have served as our union’s first IT Chair since February 2024. During this time, I oversaw the go-live of The Hub and worked on many improvements of it and other technology.

I am one of our local’s four delegates to the Northwest Oregon Labor Council, where we interact with other unions from the AFL-CIO federation. In addition, I have served as one of two delegates to Higher Education Labor United (HELU) since March 2024; our local was one of the founding members of this coalition. I travelled to New Jersey in May 2024 to help host the founding convention and was appointed Co-Chair of the Media & Communications Committee. In February I was appointed Vice-Chair by the Steering Committee and will be running for re-election in November.

I’m not just a worker at OHSU; I’m a patient with chronic disease. Three of my four kids were born at OHSU. I love this place and want it to be the amazing workplace that I’ve experienced for all workers, present and future.

Building worker power is my passion. Building coalitions is my blueprint. Please honor me with your vote and let’s get to work.

Trammell, John

I’ve worked at OHSU in ITG for 16 years and have been on the Epic Shared Services Technical team since 2012. I’ve been a proud AFSCME 328 member since my first day on the job. For the past year and a half, I’ve served on the Market Based Wage Committee, where I’ve been fighting for fair pay for all of our union siblings. I’m running for the At Large Board position on the 328 For The Members slate to continue fighting for transparency, equity, and stronger support for frontline workers. I believe in holding management accountable and making sure every AFSCME member is heard and respected. Find out about me and others running on the 328 For The Members slate at www.328forthemembers.com

Chenault, DeAsia

My Name is DeAsia and I have been a Respiratory Therapist at OHSU for almost 12 years. I’m running for the executive board to fight for stronger communication, safe staffing, and fair wages. We have a diverse membership who I believe should be represented in a transparent, inclusive, member-driven union. I want to contribute to build a stronger, united Local 328. A 328 for the Members. Hanley Gurley, Aric

My name is Aric Hanley Gurley. I am a second-year nursing student at OHSU as well as an ICU Technician on the Medical ICU. I am running to ensure adequate representation of all levels of AFSCME employees, especially those in lower income brackets. I hope to accomplish successful negotiation of a fair contract for all, without losing any previously obtained terms. I have worked at OHSU for approximately 5 1/2 years. I started in the transportation department in 2021 as a member of Lift Team where I worked the night shift for over 2 years. During that time, I had access to all patient care areas of the hospital, in which I was able to witness a consistent failure of the needs and desires of many AFSCME employees to be met. I spent many months being one of few if not the only transport member on shift for months at a time. From this experience alone I gathered a deep understanding on the short comings of OHSU’s ability to provide safe, fair and positive work environments for its frontline workers and more importantly, the patients we care for. In 2023 I left Lift Team I have since spent the last 2 years in the Medical ICU as a Tech/HUC. While on the MICU I have strengthened relationships between other AFSCME team members and only developed a unique insight into the needs of our AFSCME represented workers need and deserve.

Mantoan, Michael

I’ve spent nearly two decades working in healthcare systems — first at Sutter Health in California, then with NYC Health + Hospitals, and since 2019, here at OHSU. I’ve helped roll out Epic across dozens of hospitals, but none of those places have felt more like home than OHSU. That’s because of the people, the community, and the mission we share: caring for this region like it’s not just our job, but our responsibility.

Nobody runs for a union board seat because they’re chasing titles or politics. If you want drama, go watch the tram in a windstorm. We’re here because we know this place only works when we do. From housekeeping to clinics, research to IT — every one of us is a piece of the machine, and when we stand together, the whole thing runs.

Here’s what I believe: leadership should be accountable to staff before changes are made, not after. We deserve fair pay, equity where equity is due, and a real say in the decisions that shape our jobs. Management may sign the memos, but it’s union members who keep this hospital on its feet. And if you’ve ever tried navigating from Doernbecher to Casey Eye without a map and three snacks, you know we’re good at keeping things running under impossible conditions.

This isn’t about politics. It’s about people. And without us, there is no OHSU.

Upshaw, Daniel

I have been a Local 328 union steward since 2018 as a PAS in Comprehensive Ophthalmology.  I literally owe my life to union support: my grandfather’s livelihood was protected by union membership after an on-the-job injury, so I have eagerly devoted my time at OHSU to union endeavors by disseminating information about union policy and the bargaining progress, and by escalating requests for mediation for the benefit of vulnerable workers particularly in departments of the Casey Eye Institute that lacked stewards of their own.  It will be an honor to serve in an At-Large capacity, working alongside fellow workers to improve communication, membership, and engagement for all.  To me, that will mean more detailed training on The HUB, at NEO events, and in one-on-one conversations, better multi-lingual engagement for all who request it, and more opportunities for us to meet with one another, share a meal, share ideas, and support each other actively in new and exciting ways.  In solidarity, Dan Upshaw

Valenciano III, Austin

I’m a nationally certified pharmacy technician, currently working in inpatient and having some experience in outpatient care through OHSU’s technician program. Since 2022, I’ve been knee-deep in medication workflows, billing compliance, and patient safety — and yes, I actually enjoy troubleshooting those tricky system issues. Along the way, I’ve helped build and improve programs like Hospital at Home, proving that I don’t shy away from change; I look for ways to make it work better for everyone.

Before pharmacy, I was an assistant store manager at AT&T, where I had the unique perspective of working alongside unions from the “other side of the table.” That experience taught me how important unions are in making sure workers are treated fairly and have a real voice — and it’s why I want to help strengthen the connection between our members and our board.

Diversity and representation matter deeply to me. As a non-binary Filipino Spanish American, I know the value of bringing different voices to the table — and of making sure those voices are heard.

If elected as an at-large board member, I’ll bring the same energy I bring to my daily work: clear communication, a willingness to listen, and a drive to unite people. My goal is simple — to help make sure our union is strong, connected, and always working for its members.

Gilbert, Dinah

My name is Dinah Gilbert. I’ve been an employee at OHSU and a member of AFSCME Local 328 since 1998. As the years have gone on I’ve been inspired to become more involved with my union. I’m currently on the bargaining team and was elected as a delegate for our state convention this last May. I was born and raised in North Portland where I currently reside. I work hard so I can play hard. Someday I wish to retire comfortably and travel the world.

Panaro, Heather

My name is Heather Panaro, and I’m excited to be running as an at-large candidate for the Local 328 Executive Board on the 328 for the Members slate.

I work at OHSU's Beaverton campus, and I’m proud to represent the needs of our members at satellite campuses and the research mission of our institution. As a current union steward, I’ve know the importance of strong representation—and I’m ready to take that commitment to the next level as a board member.

My priorities are protecting research and education jobs at OHSU, defending against external threats to research, and advancing job security and worker safety for all. I bring experience, dedication, and a strong belief in the power of collective action.

I fully endorse—and am endorsed by—all of my fellow candidates on the 328 for the Members slate. We are committed to advocacy, transparency, service, and building real union power!

Everhart, Michael

I am Michael Everhart, and I am running for the Local 328 board to help defend our contract and strengthen our working conditions and benefits. I want every union member to have a voice in our union. I am endorsed by our Secretary, Cassie Barton, and our President, Jennie Olson, who are also part of the 328 For The Members slate.

I have worked at OHSU for over nine years, served as a union steward since 2021, and as Education Chair on the Local 328 Board since October 2023. I am a lifelong Oregonian with training in counseling psychology and work as a PAS Coordinator. These roles give me a firsthand perspective on how decisions affect our members. I am committed to making sure our voices are heard.

As Education Chair, I have helped empower members by writing blog articles on topics such as job shadowing, education hours, and how our contract can support career growth. I have also served on board-level committees and seen the importance of transparency and collaboration in maintaining trust among members.

I believe solidarity and a united union are our best protections for fair wages, good benefits, and respect at work. I value diversity, fairness, and a forward-looking union that is prepared for the future.

I am running with the 328 For The Members slate (https://www.328forthemembers.com/) because this slate shares my commitment to unity, accountability, and member-driven leadership. Together we can ensure our rights are respected and create a better future.

Witte, Leah

Hi.  My name is Leah Witte.  I am running for our local 328 Board of Directors on the 328 for the Members slate.  I have been a union member for over 25 years.  I have been a steward for about 20 years.  I am a current board member and I have worked with our other board members to ensure that our local is focused on improving wages, benefits and increasing safety for our members.  I would like to see membership meetings that are relevant and informative, and a board that focuses on ways to make our local impactful at OHSU and in the larger community.
