I am honored to seek re-election as President of AFSCME Local 328, with my slate: 328 For The Members. This re-vote comes when many members want reassurance, stability, and leadership that is focused, united, and moving forward.
Local 328 (the largest AFSCME local in Oregon) is diverse and complex. Leading our local is an important job requiring experience, collaboration, and clear understanding of how decisions impact members long-term. Over the past decade, I have served as a steward, Secretary, Chief Negotiator, and President. I also serve as a Special Sector Board Member for Oregon AFSCME, advocating for our priorities statewide. These roles impart a deep understanding of how our union works-at the worksite, the bargaining table, and the legislature-and how to turn member priorities into accomplishments.
Under my leadership, we have:
• Reached our highest membership rate in nearly a decade
• Blocked healthcare cost increases through strategic work on the Employee Benefits Council
• Co-implemented the OHSU Safe Staffing Committee under HB 2697
• Launched the Building Bridges apprenticeship program
• Championed protecting ONPRC, expanding union voice, and legislation improving workplace safety
• Secured funding to grow the Community Health Worker program
• Built lasting partnerships with sibling locals, strengthening union power at OHSU

My name is Makana Matter and I’m running for union president. I’ve worked as a medical assistant at Richmond Family Medicine for over 3 years. Working at the Richmond clinic, I see the power of community every day.
I grew up on Kauai, Hawaii where my family lived and worked in the sugar cane fields. My family survived the loss of their land and colonization of the islands solely through the power of community and family. At an early age the mindset of “the community raises an individual, and the individual raises the community” was instilled in me. Always together, never apart. Union was a western idea that was easily adopted on the islands because it promoted working with people, rather than for them.
In my own life I have been fortunate to be a part of unions while I worked in EMS. A hard, time consuming, often overlooked career. However, the companies I worked for fear mongered and overpowered the union, and its members suffered immensely during the pandemic.
I have community and unions in my family and running through my build. I have seen first-hand what community can do for the individuals/members, and I have also seen the detriment it has when the community is run on individualism. As union president I will advocate for all members of the union because I know what it is to rise as a community.

My name is Sean Bovett and I am proud to be running for President of AFSCME Local 328. Nearly 3 years ago my wife received a life altering diagnosis. With the help and support of the doctors, nurses, and employees of the Knight Cancer Institute, she is alive and well today. The help and support my family received from my union siblings in the Knight Cancer during this time was unlike anything I have ever seen before.
My Goal as president would be to shape the union into a community that can support and protect all of our members in their time of need just as you all have supported my family during its time of need. Our union should be a source of strength and solidarity; an open platform where members are free and to share thoughts and ideas. Union leadership should be open to the voices of our members and listening to their words and needs. Union leadership should be shaping the future of our union by listening to its members. Our union is not its leadership and board; our union is each and every member who comes into work and gives there all to help save lives. Everyone should feel welcome, heard, and protected by our union. With Brianna O'Laughlin as treasurer and Sierra Sullivan-Paul as Secretary, I believe we can create better financial transparency and help shape our union into something that supports us all, and we can all be proud of.

My name is Brianna O’Loughlin, and I am enthusiastically running to be our next treasurer.
As a PAS-R, child of an immigrant, and long-time, dedicated union leader, I share the struggles of my fellow working-class members and the community. I would be honored to have your support as our next Treasurer, and together with Sean Bovett and Sierra Sullivan-Paull, we will build our local into a united and financially strong union that serves the diverse needs of our membership.
As Treasurer, I'll bring the financial discipline I learned in my family's small business and the expertise I gained on Wall Street to protect our union's resources. I'll ensure open, transparent financial communication and plan for a future where we thrive.

I am currently serving as Treasurer of Local 328 and am honored to run again for this position. Since being elected Treasurer last fall, I have approached this role with dedication and a commitment to fiscal responsibility. My previous years of experience as an At-Large board member has provided me with valuable insights into our union's processes and initiatives, allowing me to identify numerous opportunities for enhancing our financial strategy.
During my tenure on the board, I have been an active and engaged participant in discussions on fiscal policy, consistently supporting responsible spending, transparency, and accountability. As Treasurer, I helped lead the development of the 2026 operating budget, reducing the projected deficit by approximately $200,000 compared to the approved 2025 budget. I have also reviewed prior billings between Local 328 and OHSU and worked collaboratively to address discrepancies, resulting in more than $25,000 in expected credits to Local 328 through future billing adjustments.
I am excited about the prospect of continuing my service as Treasurer. I aim to uphold our board's commitment to fiscal responsibility and provide information that allows them to make informed decisions. My vision for 2026-2027 includes improving our current financial health and status. We must scrutinize every expenditure of members’ dues dollars.

I am running for Secretary of AFSCME Local 328 because this role requires consistency, judgment, and attention to detail — and I have proven I can deliver all three during a challenging term for our union.
As Secretary, I have focused on the core responsibilities that members depend on but rarely see: accurate records, clear and timely communication, and follow-through. When complex issues arise, I take care to ensure information is correct before it is shared, and that members understand how decisions, tentative agreements, and policy changes affect them in practice.
I am well suited to this role because I understand both the technical and human sides of union work. I have coordinated outreach to medical directors and hospital leadership to protect safe staffing and patient care, and I have worked closely on contract enforcement, overtime practices, and benefit eligibility. This experience allows me to translate complicated language into clear guidance members can trust.
I bring a practical, member-centered approach to policy, with a focus on preventing waste of dues dollars. I believe credibility, professionalism, and preparation matter when representing members to executive leadership and legal counsel.
I am committed to stability, maturity, and experience. I would be honored to continue serving as Secretary and to provide the steady, reliable leadership this role requires.

I know that many members have felt silenced and censored, as seen in recent contract negotiations, meetings, and blog posts. I am committed to having the conversations needed to ensure ALL represented members are heard – not silenced.
I have 12 years of healthcare experience. Ranging from direct support care to administrative work for private practices. I have worked in private, state-funded, and federal-funded institutions. I am a fierce advocate for social justice and democracy for all. I am active in several local grassroots organizations and with the help of AFSCME Council 75 VP, am forming a progressive caucus within AFSCME. I believe in strengthening our community at OHSU and all throughout AFSCME. I understand that if there was ever a time to speak up and be heard about what we, as the very workers who keep the machine running, think – it is now.

My name is Allison Aracely Milian and I am running for an at-large position on the Local 328 executive board. To me, community is at the center of radical success. I have served as a steward union at the Richmond Family Medicine Clinic, where I am a Pharmacy Technician. As a steward, I work to canvas and recruit new members, organize and inform my coworkers, and do my best to connect fellow members with assistance and support as they need it. I also served as a trustee on the executive board; this experience helped identify weaknesses in union leadership that hurt members like you and me. I want leadership to improve its transparency and communication, guaranteeing us access to our most basic rights and protections as the members whose dues sustain this local. You should be able to trust we will use your dues to fight for you in grievances and arbitrations, to defend and stand with you in investigatory meetings, and to plan for your protection during any strike or emergency. I believe that caring for the well-being of all is paramount to the interests of anyone who is representing our union. Just as I was eager to fill the steward vacancy for my workplace at Richmond because it meant I could work on directly empowering and supporting those around me, I would embrace this opportunity to dedicate my energy towards communicating issues to the membership at large and bringing our voices into the executive board meetings.

I am approaching fifteen years as a member of AFSCME Local 328 and have worked at OHSU in a range of roles across the institution. I serve as a union steward and mentor to my coworkers, helping them understand our contract, union actions, and benefits.
Early in my career, I experienced workplace bullying by my manager. Our union helped me endure and address that dynamic and I have stayed at OHSU and in Local 328, because of that support. That experience shapes my commitment to the union’s daily work to improve our working conditions, our lives, and the care we provide.
Working in different roles at OHSU has given me a clear view of how power and
decision-making operate here. I see how often workers’ voices are absent from key decisions. I build connections across the university and believe in bringing diverse perspectives – especially those of frontline staff – into leadership spaces.
I currently work as a community oncology social worker. I am highly organized, a direct communicator, and a critical thinker. I am comfortable having difficult conversations, navigating conflict, and working steadily under pressure. I have little patience for vague explanations and a strong capacity for breaking down complex problems. I lead with compassion for people while maintaining healthy skepticism of systems and authority.
I have lived in Oregon for 20 years and own a home in Southeast Portland. Outside of work, I enjoy making up new recipes, tending my garden, and exploring with my dog, Pepper.

My name is Badger Chishti and I’m running for an at-large position on your Executive Board. My day job at OHSU centers on process development and improvement, safety and building regulations, control of documented information; now I put my organizing skills to work for you. I’m a lead steward with a focus on representational and organizing work, and a current board member. I don’t take the trust vested in any of these roles for granted.
As a board member, I am leading a project to find a more robust and less expensive database and communications software. Once completed successfully, this project will save upwards of $30,000 of your dues monies annually. As the union's DEI Committee Chair, I have begun handing out whistles for Migra/ICE alerts, with instructions on how to use them in both English and Spanish, to protect our colleagues and communities.

Hello, I’m Bryan Brock, a 20-year OHSU employee and 328 AFSCME union member since my first day of eligibility.
Whether you have some frustrations or are in love with our newly ratified contract, I hope you will agree that now is the time to build on the strength and momentum developed during bargaining. Having found personal benefit in the strong union of which we are fortunate to be a part, and having served as an At-Large Executive Board member since August 2024, I’d like to continue my advocacy for worker rights and the upholding of our contractual agreements.
Since joining the Executive Board and serving as a state convention delegate in 2025, I have become familiarized with the workings of the E-board and union leadership and gotten to know many of the other inspiring leaders. With a goal of fiscal responsibility using our dues, I aim to use my knowledge and connections to help assure our membership is appropriately represented in the leadership’s positions and actions and that what we do is adequately communicated/available to members.
Now, more than ever, with the challenges facing frontline AFSCME employees that serve as OHSU’s backbone, the strength of our leadership and of our membership at large is very important.

I am a pharmacy technician at the Richmond Clinic and a proud member of AFSCME 328. I'm Eric Buzzard and I am running for an at-large Board member seat this year. I have been a dues paying member of AFSCME 328 since starting at OHSU in 2016 and previously, I was a member of UFCW Local 555. I have been a staunch advocate for our union since joining, working as a contact point in my work unit for union resources and contract interpretation before officially becoming a Steward in 2022.
This past year, I was grateful to serve on our Contract Bargaining Team, as well as, the Executive Board as an elected member. Along with Evan Bowman, I co-chair our IT Committee. We have been hard at work these past few months to bring our Union resources into the 21st century.
Projects such as website improvement, policy standardization and platform transitions, while not glamorous, will end up saving your dues money to the tune of tens of thousands of dollars. I am committed to this work because I know first-hand the impacts it can have on members’ lives and I also understand the grind it will take in order to see these improvements manifest.

I’ve been an active member of AFSCME Local 328 for ~9.5 years and have been an Executive Board Member at Large the past 2 years. I am proud to be running for re-election as part of the “328 For the Members” slate of candidates (328forthemembers.com).
During the past 2 years, I’ve focused on open communication, financial transparency, and employee advocacy. I assisted members through multiple grievance processes, interpersonal conflicts, and contract enforcement. I organized employees resulting in a new incentive pay agreement from OHSU. I collaborated with colleagues to escalate a pay equity review to rectify discriminatory wage practices. I’m running for re-election as an At-Large Board Member. I was first elected in September 2025 and have worked at OHSU for 16 years, serving on the Epic Shared Services Technical team since 2012. I’ve been a proud AFSCME Local 328 member since my first day on the job.
For the past two years, I’ve served on the Market-Based Wage Committee, where I’ve fought for fair pay for all of our union siblings. I’m running for the Board to continue advocating for transparency, equity, and stronger support for frontline workers. I believe in holding management accountable and ensuring every AFSCME member is heard and respected.
While my time on the Board is just getting started, I hope to continue fighting for the amazing members of our union.

OHSU continues to achieve amazing things-because of us! Our members work diligently allowing OHSU to succeed and profit. As a pharmacist working at OHSU for 15 years, I have been in multiple roles including supervisor (prior to supervisors being removed from the Union), a 1.0 FTE, and currently relief. I worked at the Physicians Pavilion Pharmacy for 8 years until securing my current position at Richmond Family Medicine in 2018. In my time at OHSU, I’ve had the honor to serve on the ROSE Committee (Recognizing Outstanding Service Excellence) and WEBMAC (Workplace Expression of Breast Milk Advisory Committee) where I worked to secure prescription insurance coverage for breast pumps and accessories for OHSU employees. Over my 15 years at OHSU, I have closely followed the evolution of our Union contract and am deeply familiar with our workers’ rights and benefits. I read each contract in its entirety to stay informed and support my work unit. During our recent bargaining, I advocated for holiday pay for relief workers, which was secured, and have other ideas for future bargaining. It would be an honor to be elected as an at-large to act as a collaborator between our hard-working members and union leadership. I would welcome an opportunity to advocate for fair wages, safe working conditions, improved benefits, workers’ rights, and to help bring harmony to our Union. My name is Leah Witte. I am running for our local 328 Board of Directors on the 328 for the Members slate. I have been a union member for over 25 years. I have been a steward for about 20 years. Mark Chapman attended his first executive board meeting for a non-profit before the age of 20 and has been active off and on ever since in a variety of progressive causes. He is an OHSU employee since 1994 (Senior Research Assistant) and in a classified position (Facilities Technician) since 2009. His service to the AFSCME Local 328 includes as an Investigatory Steward, Delegate to national and regional conventions, and Executive Board Member under three Local 328 Presidents as Building Chair and the union's representative on the OSHA Safety Committee. My name is Mia Osborne, and I proudly serve as the Senior Trainer for the Environmental Services Department at OHSU’s main campus. I have been with OHSU for two years, during which I became a union member for the first time in my professional career.
Since joining AFSCME Local 328, I have been actively involved in supporting and strengthening our union. I serve as a steward, assist with onboarding new members during EVS New Employee Orientation, and in late 2024, I was honored to be appointed as an At-Large Member of the Executive Board.
Because a new vote is required, I am running for re-election to continue serving in this role. My reasons for running remain the same: I am committed to ensuring Environmental Services and Support Services have strong, direct representation on the Executive Board and that the progress already underway continues without disruption.
For too long, these departments lacked meaningful representation in union leadership, and their voices were often overlooked. Serving on the board has reinforced my belief that inclusive representation strengthens our union and leads to better outcomes for all members.
I believe our Executive Board must operate with equity, transparency, and a focus on the collective good. If re-elected, I will continue to provide direct representation for EVS and Support Services, advocate for equitable communication across departments, and ensure every member of Local 328 is heard, respected, and fairly represented.

I am Michael Everhart, and I am running for the Local 328 board to help defend our contract and strengthen our working conditions and benefits. I want every union member to have a voice in our union. I am endorsed by Secretary Cassie Barton and President Jennie Olson, who are also part of the 328 For The Members slate.
I have worked at OHSU for over nine years, served as a union steward since 2021, and as Education Chair on the Local 328 Board. I am a lifelong Oregonian with training in counseling psychology and work as a PAS Coordinator. These roles give me a firsthand perspective on how decisions affect our members. I am committed to making sure our voices are heard.
As former Education Chair, I have helped empower members by writing blog articles on topics such as job shadowing, education hours, and how our contract can support career growth. I have also served on board-level committees and seen the importance of transparency and collaboration in maintaining trust among members.

I’ve spent nearly two decades working in healthcare systems — first at Sutter Health in California, then with NYC Health + Hospitals, and since 2019, here at OHSU. I’ve helped roll out Epic across dozens of hospitals, but none of those places have felt more like home than OHSU. That’s because of the people, the community, and the mission we share: caring for this region like it’s not just our job, but our responsibility.
Nobody runs for a union board seat because they’re chasing titles or politics. If you want drama, go watch the tram in a windstorm. We’re here because we know this place only works when we do. From housekeeping to clinics, research to IT — every one of us is a piece of the machine, and when we stand together, the whole thing runs.
Here’s what I believe: leadership should be accountable to staff before changes are made, not after. We deserve fair pay, equity where equity is due, and a real say in the decisions that shape our jobs. Management may sign the memos, but it’s union members who keep this hospital on its feet. My name is Tasha Voisin. I’ve worked at OHSU’s Richmond Clinic as a Medical Assistant for two years. I’ve served as a union steward for most of that time.
It’s been my privilege to support members across my clinic with contract questions, NEOs, bargaining updates, voting information, and advocacy work. As an employee of one of OHSU’s satellite clinics, I know it’s easy to feel disconnected from union updates and events on the main campus. I’ve worked to help offsite members feel connected to the work our local does by being both an in-person and online resource.
As an At-Large member, I’d endeavor to amplify the issues and concerns of my union siblings working in offsite clinics. It’s my hope that we can cultivate better representation and solidarity across the outer reaches of OHSU, and empower more members to utilize the resources of our local.
I’m also a huge advocate of leveraging union power to protect our most vulnerable members in this time of aggressive federal presence in our communities. I believe Local 328 can strategize to be a stronger resource and support for our immigrant colleagues, and I am passionate about participating in that work. Solidarity is building among the working class, and our collective union resilience can be part of that power.

Having worked at OHSU for over nine years, I have seen firsthand just how essential AFSCME 328 is to protecting workers. From consistent wage increases, to job security during the uncertainty of COVID, to having a union willing to stand up to abusive leadership, these protections are not abstract—they directly impact our lives, our families, and our dignity at work. A strong union and a committed executive board truly make all the difference.
With everything happening in the world today, it is more important than ever to have a solid foundation and an organization that genuinely supports workers and defends our rights. Fighting for worker protections will always be my highest priority. Together, we can push back against discrimination, harassment, favoritism, and wrongful termination. Too often, OHSU treats its workers as numbers rather than people, which is why we need a transparent, accountable executive board that puts members first.
I am proud to be part of the 328 for the Members slate (328forthemembers.com). I have seen the current board work collaboratively, effectively, and with integrity to move our union forward. We respect one another, engage in honest and productive discussions, and stay focused on advocating for you.

I’ve been a Pharmacy Technician since 2020, with the Richmond Clinic Pharmacy since 2022, and I’ve been a member of one union or another for almost 22 years. I understand full well the need for strong union leadership, especially during these trying times. My name is Roxana Logsdon, and I am running for the At-Large 4 position on our Local 328 Executive Board. I have proudly served for over ten years on our Executive Board, I have witnessed significant changes and faced challenging decisions, ALWAYS prioritizing the best interests of our members.
I began my career at OHSU in the Food and Nutrition Department, then moved on to Family Medicine as a Health Unit Coordinator and then Pediatric Intensive Care Unit, also as the Health Unit Coordinator. I am currently working as a PAS-R in the Pediatric Gastroenterology Department. I have seen and experienced the hardships members face every day.
I am proud to have had the privilege to serve on the 2022 bargaining team, which successfully secured a historic contract for our members, including the largest Across the Board increases in our history. I am also serving on the current bargaining team. My commitment to our membership and advocacy for all our members’ rights remains my top priority.

My name is Shawn, and I am honored to be running for the position of Candidate At-Large on the slate with 328 For The Members (www.328forthemembers.com). I have proudly served as a Pharmacy Technician for 25 years, where I have witnessed the challenges our members face every day and the strength we find when we stand together.
Beyond my work in healthcare, I bring a broad background of service and solidarity. I am a U.S. Coast Guard veteran, a former Firefighter/EMT, and a former Teamsters union member. Each of these experiences has shaped my values of dedication, accountability, and commitment to the greater good. Whether serving my country, protecting my community, or standing shoulder to shoulder with union brothers and sisters, I have always believed in putting people first.
As a Candidate At-Large, my priority is to ensure that every member of Local 328 has a voice. I am committed to strengthening communication between leadership and membership, negotiating stronger contracts, and protecting the wages, benefits, and working conditions we all deserve. I also believe in mentoring and supporting the next generation of union members so that our collective power continues to grow.

As the new Chair of the Internal Communications Committee since September 2025, I’ve learned at a steep curve just how hot this job can get. Not only have I handled the heat while increasing communication frequency and clarify, I’ve got exciting plans for this term to engage our membership in Union education and activities.

Hi, my name is Sydney Matheny, and I’m a Certified Pharmacy Technician at the Richmond Clinic. I am honored to be nominated for the At-Large position. I truly believe I would thrive in this role because it allows me to have an opportunity to listen to a wide range of perspectives and represent the needs of our members. I care deeply about advocating for our coworkers and supporting our union, and when concerns arise that affect our team, I try to be someone who helps bring those concerns forward in a thoughtful , constructive way. I am Teresa Newton, a seasoned employee at the Vollum Institute, working as a Grants and Contracts Coordinator. I have been in this role since 2011. Shortly after taking on the position, I met with union leaders at a new employee orientation and became interested in being more involved with union activities. I spent many years as an Investigatory Steward, learning a great deal about what sorts of issues our members run across in their various roles all over the university, from workers at clinics around town, to EVS employees in the hospital. I, too, have been called into IMs as an employee and felt what it was like to have the union on our side.
Since the pandemic, I have mostly focused on communications and relations within our membership, becoming a unit steward here at the Vollum Institute, managing the information table once a month at the OHSU Farmer’s Market, and regularly conducting in-person New Employee Orientations. I have heard from so many members for so many various reasons, from praise to consternation to pleas for help.
If selected as a member-at-large, I would continue to perform steward duties and outreach, but also bring those voices to union board meetings and other leadership meetings to elevate those concerns and learn what I can do – what we all can do - to improve our connections with our members.

Hi! I’m running for an At-Large Member position with AFSCME Local 328 because I believe unions work best when everyone’s voice is heard—not just the loudest ones (though I respect a strong indoor voice).
I’ve had the privilege of serving as a unit steward for five years, where I’ve learned that equity, inclusion, and justice aren’t just buzzwords—they’re daily practices. Here is how I show up: listen first, ask better questions, and push for spaces where all members feel respected and represented.
If elected, my priorities are transparent communication and standing up for others when they can’t stand up for themselves. Whether that means asking the uncomfortable question, following up when things go quiet, or backing a coworker who needs support, I’m committed to being present and accountable.
Our union leadership should be approachable, and honest. I don’t claim to have all the answers—but I do promise to look for them, share them clearly, and advocate fiercely for our members.
